ah I believe that level cap is there on purpose because level 20-25 might be the war horse for future content hence not available yet maybe

the cart is not available since the cart hill item doesn't exist hence the game breaks

unlocking all blueprints doesn't work for collectible blueprints and a build in all locations will be welcome to get free premium cosmetics from the neighbors bases other mods offer these 2 choices
