I have android 9 too, and after I grant storage and overlay permission the game just freezes.

No. The obb is outdated and it loads forever. If not crashes. They need to fix.

I tried everythibg but it still crashes. Even your instructions. My device is a Samsung Note 9 and at the "reading info" screen of the game it loads and eventually crashes.
The obb version here is 100068 while the updated one for 1.39.2 is 200068.

But even using the play store obb still crashes and freezes so you guys will probably need to fix that.
