Can't install the unsigned APK over the google play store version of the game I've logged into with Google+, I've tried deleting / removing updates from Play Store, and everything is rooted and patched as suggested. Is this an issue on my end or is this because the mod hasn't been updated for the current version of the game?

You need root + patch the android using lucky patcher + unsigned apk
