He has a 403 error, not a 404 response code, so vpn won't solve it as the server got the request but didn't positively respond in his case.
I would suggest he disable his ads blocker, clear his browser cache/cookies and try again.
The 403 response code could be caused by the server blocking a certain ip range on a htaccess level (listed ip's for ex), in that case, vpn will work.

They're not in the game yet so you can't build them.
You won't be able to craft them either if you were using the original apk since their rss aren't in the game also.

That's the game unable to locate the obb file so it's downloading it.
Make sure you unzip, copy paste the obb file in the right directory.
Check the first page of this thread for direction.
