You can use data and obb files as last chance for keeping your data

Second, who cant finalize the HQ, you must get a new antenna everytime when factory has been reset, do this for 5 times, and remember dont use magic split for antenna

Haha...not just antenna, do the same for every special items like screw(not bolt), abestos, special wiring from farm and lastly spark plug.
Damn the spark plug, you need 10 of them to finish the van but only get 1 for every 2 days reset and its not a 100% spawn rates. Thats need 20 days if you got lucky to find it every reset.
And yeah if you used split cheat, just do a manual raid to the location 5 - 10 times and then try finalised again.
Happen to me on the barrack which needed the screw from hotel/motel.
