Haha...not just antenna, do the same for every special items like screw(not bolt), abestos, special wiring from farm and lastly spark plug.
Damn the spark plug, you need 10 of them to finish the van but only get 1 for every 2 days reset and its not a 100% spawn rates. Thats need 20 days if you got lucky to find it every reset.
And yeah if you used split cheat, just do a manual raid to the location 5 - 10 times and then try finalised again.
Happen to me on the barrack which needed the screw from hotel/motel.
And for my last van in the settlement, I used the dup cheat to filled up the spark plug with 4 remaining.
Ofcos the finalised button not going to do anything.
But, I preserve and keep on raiding the petrol station everyday for spark plug.
After the 4 time raid, just bring the non cheat spark plug in the inventory and click finalised.
After the nasty encounter with settlement duplicate cheat, I keep my dup items separate from the one non dup. Just in case.
Voila, my settlement is finished.
Now beginning a new chapter.

Really near give up on the stupid d.o.g trait.
Now targeting to get the premium sheperd puppy.
The current was all premium husky puppy.
All was bad or lowly trait even for the IV class.
Some IV class has been breed more than 5 times but very sad trait.
Finally got that much hype True Friend D.O.G. Really sad near useless when attacking enemy. Doing only 14 damage and as slow as my sniper rifle speed.
