wait until you get the task to build the minivan then you can access the highway because the game considers the spark plugs useless when it's not the time to build the minivan

however tho, there is another way to finish act 2. just stop duplicating items that came from the settlement, Yes you can duplicate some items that is not new like Aluminum wires, Iron bars, Planks, Plastic, etc. just don't duplicate the items that came from the settlement then you'll be fine

sadly i couldn't proceed in Act 2 Settlement when finalizing the Headquarters. It always says synchronization error, please restart the game multiple times. I restarted the game 5x however it wont work.
