Unsub vip but have bill and dont upgrade how to refund?

I was billed June 15 for an ongoing VIP upgrade. But I canceled on June 15th but was charged and didn't upgrade. Still unable to request a refund

Once you cancel your order, we have not been able to receive payment from you, google play will keep your money for a period of time. You can contact them for more details.
