@Legend,
If you are the modder of this game,i suggest you to remove "monster not attack" because i dont think its necessary.Some player cannot get pass the tutorial because of this "monster not attack"mod.So they cant continue playing.The tutorial supposed to make the enemy attacking but its just wandering around with no purpose!Go check youself if you dont believe me.its Counterattack tutorial.

Use nonmod to clear tutorial
