Ok first time writing in here long time reader I'm exactly sure how everyone else does there's or saves there game i don't do the Facebook trick I guess I got the license to work pasted In my obb folder that's all good and I can access both obb and data and I can paste in to my data folder but I can't delete and I can't overwrite the files either so I can't swap out what's in there with my saved game to continue, i just don't want to have to start over again previous 2 times were my fault but to do it again I'm already flustered enough that I'm actually chiming in oh yeah sorry guess it would help if said I'm using a one plus 9 pro with android 11 and 11.2.3.3.LE5ACB is the build i hates this scooped storage stuff

Yes. Depends on what Local Spawn you're in (1,2,3,4). They don't just appear all day everywhere, For me, they have appeared very randomly around 7pm or 3:30 am.

You need to do Taskmanager Trick 1st. To do it, when u enter the game in JWA logo, press multiwindow button (square button) on your phone to make the app float. Wait for 5 seconds. Then enter the game.
