How to merge APK+OBB file?

Due to android 11 restrictions, some modders are using this feature (image) to install obb file automatically.
Does anyone know how to create this installer?

Install the APK file for the app you want to merge. Do not open the app yet.

Copy the entire folder containing the extracted OBB file.

Navigate to the folder where the APK file for the app is installed. It should be in the "Android" folder on your device's internal storage.

Paste the entire folder containing the OBB file into the folder where the APK file is installed.

Once the folder is copied, open the app and it should now run with the merged APK and OBB files.
